Request for Proposals: Payroll, administration and bookkeeping services 2023

By the present procurement procedure, EIT Urban Mobility is expecting to appoint one sole provider for the realisation of the services.

The contractor is expected to give a one-stop-shop service to EIT Urban Mobility for the render of services on the following topics:

  • Integrated management and coordination of the services. The contractor will be responsible for providing one-stop-shop management and coordination of the services, developing a framework for an integrated management and coordination of the services to the EIT Urban Mobility S.L and the five CLCs limited liability companies. In addition, the contractor will put in place a helpdesk/ticketing system. The project manager of this contract will be the manager and coordinator of the service, and main point of contact. The contractor will define a client support and communication service to the five CLCs limited liability companies and the EIT Urban Mobility S.L. A more complete description of the control tasks can be found in section 2.2.1 of the Request for Proposals document (below).
  • Payroll services. The contractor will also be responsible for the provision of payroll services for fiscal year 2023 to the EIT Urban Mobility, its five CLCs and the Foundation.

  • Administration and bookkeeping services. The contractor will be responsible for the bookkeeping and the general administration services of all the legal entities covered by this procedure, namely the EIT Urban Mobility Association, the EIT Urban Mobility S.L., the Foundation and its 5 CLCs for fiscal year 2023, with an extension of the services into the following year for those services related to the closing of the accounts and the filing of tax declarations.

It shall be noted that EIT Urban Mobility S.L, as part of the EIT, is funded by the European Commission. As such, all principles around financial rules and regulations are governed by Horizon Europe.
