Eligibility criteria
Applicants will have to comply with the following eligibility criteria:
- Language: The application must be submitted in English;
- Team size: The startup or scale-up team must have at least three full time employees (FTEs), not a single founder. FTEs are not necessarily connected to monetary compensation;
- Incorporation: The startup must be incorporated in the European Union or an EU- associated country according to the official list of countries by the European Union and The registration certificate will be required to participate in the programme [1]
- Previous participation: The startup should not have been selected for and benefited from previous editions of the programme, which are Scale-up Hub (2020), ScaleTHENGlobal (2021), Scale-up programme (2022, 2023) [2]
- Growth Lab registration: The startup must be registered at the Growth Lab;
- Programme participation in 2024: Startups can only be supported in one of the following programmes during 2024: one thematic Market Readiness Accelerator programme or the SCALE-UP PROGRAMME (this admissibility criteria does not take into account if start-ups is supported via other programmes different from the ones listed

The certificate must be available at the latest 5 calendar days after the selected startup receives notification of acceptance.

GoGlobal 2020 and Welcome2Europe 2021 supported startups are eligible.
Applications should comply with the following award criteria (scoring):
- Business idea: A clear, scalable business idea;
- Ownership: Founders and employees (e.g. Employee Stock Ownership Plan, ESOP) should still own more than 50% of shares;
- Shareholding: No more than 10% of your shares should be held outside of the eligible countries (no detailed cap table needed);
- Technology Readiness Level (TRL): Duly justified, preferred TRL of 7-9, according to TRL definition in Horizon Europe Work Programme 2023-2024;
- Programme fit: Fit with EIT Urban Mobility Scale-up Programme and contribution to EIT Urban Mobility challenge areas or other thematics related to urban mobility exemplified but not limited to:
- Cooperative, connected and automated mobility (CCAM)
- Mobility data management
- New mobility services
- Urban vehicle access regulations (UVARs)
- Parking and curb side management
- Mobility planning
- Public space design
- Urban logistics
- Electrification of transport and alternative fuels
- Public transport
- Road safety and security
- Health and mobility

How do I apply to the Scale-up programme?
Click here. You will get redirected to the application platform of EIT Urban Mobility.
You will need to register and validate your account if this is your first time accessing the platform. If you have already created an account, you will need to log in.
Once logged in it is as easy as starting a new application and selecting the program.
During your application you will have to fill in all compulsory fields.
You can save and edit your application until the deadline. Make sure to submit your application before the call is closed.

Which countries are eligible?
Startups incorporated in EU27 or EU associated countries, according to the official list of countries by the European Union and third countries associated to Horizon Europe, are eligible.
This includes the following eligible countries:
European Union member states (EU27): Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden.
Horizon Europe associated countries: Albania, Armenia, Bosnia and Herzegovina, Faroe Islands, Georgia, Iceland, Israel, Kosovo, Moldova, Montenegro, North Macedonia, Norway, Serbia, Tunisia, Turkey, Ukraine, Morocco, United Kingdom.
What is the complete offering of the programme?
EVENTS, NETWORKING and PROMOTION
- Increased visibility via pitching events and programme partner’s networks;
- Participation at internal and high-level international events such as Engaged Investments Conference (Prague, Czechia), Ultimate DemoDay (Munich, Germany) ¹;
- Two tickets to Tomorrow.Mobility 2024, organised by Fira de Barcelona and co-organised by EIT Urban Mobility. One of the most influential start-up events in Europe with a specific focus on the future of mobility within cities;
- 2,500€ lump-sum contribution (eligible cost categories is “travel, accommodation, and subsistence costs”) for attending the programme’s activities;
- Access to city and industry network for exploring potential pilots;
- Promotion of your start-up at the Impact Ventures portfolio webpage, and through EIT Urban Mobility communication channels;
- 6 months of paid GrowthLab Premium subscription. The GrowthLab is the largest community of mobility entrepreneurs, including scouted opportunities for start-ups (funding, pilots, programmes and advisory services) and exclusive perks for premium members.

Which commitments do I have to fulfil as participant of the programme?
Selected startups will have to diligently collaborate to:
- Drawing-up Scale-up programme documentation for reporting purposes towards EIT;
- Complete and submit in due time the monitoring survey/s which will be provided by the Scale-up programme;
- Actively promote the participation at Scale-up programme to reach public audience.
- Participate in the activities included within the programme (mentoring sessions, events etc.) unless prevented by force majeure;
Who will pay for the transportation expenses when attending the events of the programme (e.g. kick-off)?
Each participating startup will receive a travel grant of €2,500 to cover travel expenses to attend the programme’s activities.
Which rules apply to the eligibility of costs for the lump sum contribution of €2,500?
