Eligibility criteria

Applicants will have to comply with the following eligibility criteria:

  • Language: The submitted application is in English language;
  • Team size: A team with at least 2 Full Time Employees (FTEs). FTEs are personnel dedicated a minimum of 30h/week to the startup. It is not a requirement for FTEs to have a salary (stock-options or pro-bono dedication are also accepted);
  • Incorporation: Startup incorporated in EU or EU associated countries according to the official list of countries by the European Union and third countries associated to Horizon Europe. The registration certificate will be required to participate in the programme;
  • Incorporation date: Startup incorporation date posterior to 31 12 2014.
  • Startups Growth Lab registration: Applicant must be registered with an individual profile at the Startups Growth Lab. Startup profile must be created at Startups Growth Lab;
  • Programme participation in 2025: Startup cannot be supported during 2025 by Market Readiness Accelerator programmes funded by EIT Urban Mobility;
  • Valuation: Startups must provide a verifiable valuation based on the latest fundraising round or an independent valuation certificate;

Participation Agreement: Startups must agree to sign the Participation Agreement (PA) if selected for the programme. The PA regulates applicants’ participation in ScaleUp Programme and the contribution to EIT Urban Mobility financial sustainability.

Applications should comply with the following award criteria (scoring)

  • Business idea: A clear, scalable business idea;
  • Ownership: Founders and employees (e.g. Employee Stock Ownership Plan, ESOP) should still own more than 50% of shares;
  • Shareholding: No more than 10% of your shares are held outside of the eligible countries corresponding to the official list of countries by the European Union and third countries associated to Horizon Europe (no detailed cap table needed);
  • Technology Readiness Level: Duly justified, preferred TRL  7-9, according to TRL definition in Horizon Europe Work Programme 2023 – 2025;
  • Net impact score: Net impact score (quantified following Upright Project methodology) must be positive (>0%).
  • Gender balancefemale founder of C-level;
  • Fundraising: Having already raised external funding from business angels round, pre-seed or other type of round;
  • Programme fit: Teams will be asked to elaborate how they will engage and contribute to the EIT Urban Mobility Scaleup Programme;
  • Sustainability: The solution contributes positively to at least one of the Sustainable Development Goals (SDGs) related to sustainable cities and communities, clean energy, climate action or good health and well-being;


Due to its cross-thematic focus, applicants are suggested, but not limited to contribute to at least one of the following fields or areas:

  • Public transport
  • Health and mobility
  • Electrification of transport and alternative fuels
  • Mobility data management
  • Public space design
  • Urban vehicle access regulations
  • Mobility planning
  • Urban logistics
  • New mobility services
  • Cooperative, connected and automated mobility
  • Road safety
  • Parking and curb side management

How do I apply to the Scaleup Mobility programme?

Click here. You will get redirected to the application platform of EIT Urban Mobility.

You will need to register and validate your account if this is your first time accessing the platform. If you have already created an account, you will need to log in.

Once logged in it is as easy as starting a new application and selecting the programme.
During your application you will have to fill in all compulsory fields.

You can save and edit your application until the deadline. Make sure to submit your application before the call is closed.

Startups incorporated in EU27 or EU associated countries, according to the official list of countries by the European Union and third countries associated to Horizon Europe, are eligible.

This includes the following eligible countries:

EVENTS, NETWORKING and PROMOTION

  • Increased visibility via pitching events and programme partner’s networks;
  • Participation at exclusive dedicated events with investors and stakeholders during high-level international events such as Tomorrow.Mobility 2025 (Barcelona, Spain) Demoday at Ultimate Demo Day (Munich, Germany);
  • GrowthLab Premium subscription up until 31/12/2025. The GrowthLab is largest community of mobility entrepreneurs, including scouted opportunities for startups (funding, pilots, programmes and advisory services) and exclusive perks for premium members;
  • Access to city and industry network for exploring potential pilot opportunities during a match making online event with decision makers;
  • €2.500 lump-sum contribution (eligible cost categories is “travel, accommodation, and subsistence costs”);
  • Two tickets to Tomorrow.Mobility 2025, organised by Fira de Barcelona and co-organised by EIT Urban Mobility. One of the most influential startup events in Europe with a specific focus on the future of mobility within cities1;
  • Two tickets, upon request, to 4YFN 2026 Barcelona, the startup event of the world’s largest exhibition for the mobile industry, GSMA MWC co-hosted by Mobile World Capital Barcelona;
  • Promotion of your startup at the Scaleup Mobility Programme webpage, and through EIT Urban Mobility communication channels.

 

FUNDING OPPORTUNITIES & CONNECTIONS

  • Access to investors and potential clients;
  • Access to EIT Urban Mobility investment initiatives and funding instruments;
  • Opportunity to get your startup recommended for investment to EIT Urban Mobility – Impact Ventures division;
  • Access to the consortium partners and mentors pan-European network.

 

COACHING & MENTORING

  • Individualised business coaching and training, up to 30-40 hours by industry experts and experienced founders tailormade to your necessities;
  • Impact assessment measurement through licence and support provision;
  • Expert webinars and workshops based on cohort necessities in collaboration with European initiatives or corporates;
  • €5k credit for value added services provided by EIT Urban Mobility when Participation Agreement trigger event is reached.

The Scaleup Mobility programme focuses in all disruptive solutions from the urban mobility landscape.

Due to its cross-thematic focus, applicants are suggested, but not limited to contribute to at least one of the following fields or areas:

  • Public transport
  • Health and mobility
  • Electrification of transport and alternative fuels
  • Mobility data management
  • Public space design
  • Urban vehicle access regulations
  • Mobility planning
  • Urban logistics
  • New mobility services
  • Cooperative, connected and automated mobility
  • Road safety
  • Parking and curb side management

Selected startups will have to diligently collaborate to:

  • Drawing-up Scaleup Mobility programme documentation for reporting purposes towards EIT;
  • Complete and submit in due time the monitoring survey/s which will be provided by the Scaleup Mobility programme;
  • Actively promote the participation at Scaleup Mobility programme to reach public audience.
  • Participate in the activities included within the programme (mentoring sessions, events etc.) unless prevented by force majeure;
  • Sign the Partnership Agreement(PA). The PA regulates applicants’ participation in Scaleup Mobility Programme and the contribution to EIT Urban Mobility financial sustainability if a successful investment round born from the programme is closed.

Each participating startup will receive a travel grant of €2,500 to cover travel expenses to attend the programme’s activities.
