Request for proposal:
Shared Mobility Intelligence Platform '27-28

2 October 2026

By the present procurement procedure, EIT Urban Mobility, hereinafter being referred to as “EIT UM”, is seeking professional support for establishing a European-wide Shared Mobility Intelligence Platform for cities and regions (hereinafter being referred to as “SMIP”), by appointing a provider (hereinafter being referred to as “Provider”). This document, along with its annexes, constitute a Request for Proposal (RFP) issued by EIT Urban Mobility.

EIT Urban Mobility’s vision is to establish a trusted, European-wide evidence infrastructure that enables cities, public authorities and shared micromobility providers to assess, benchmark and continuously strengthen the role of shared mobility within public mobility systems. By creating a common framework, methodology and governance model, the initiative aims to support evidence-based decision-making, accelerate peer learning, improve public-private collaboration and enable shared mobility to effectively contribute to wider urban mobility objectives across Europe.

As part of the assignment, the Provider shall:

  • establish a robust, credible and scalable methodology for assessing the performance and contribution of shared mobility to wider urban mobility systems across European cities and commuting regions;
  • build the technical architecture and database required to enable comparable assessments, benchmarking and evidence-based decision-making to support planning, reporting, regulation, procurement, investment and the integration of shared mobility with public transport;
  • pilot and validate the methodology, technical architecture and data collection approach;
  • secure the active participation and long-term commitment of cities, public authorities, shared mobility operators and other key stakeholders, including the data access and collaborative arrangements required for successful implementation, long-term sustainability and future scaling of the SMIP;
  • establish an advisory board with balanced technical and stakeholder representation to strengthen its credibility, legitimacy, and stakeholder ownership;
  • define a governance model to support the long-term sustainability, and evolution of the infrastructure;
  • document the methodology and technical architecture to ensure transparency, transferability and future expansion;
  • contribute to EIT UM communication and dissemination activities through the provision of evidence, insights and policy recommendations.
