RAPTOR Open Call 2026

RAPTOR (Rapid Applications for Transport) is EIT Urban Mobility’s rapid piloting programme designed to address concrete urban mobility challenges through fast and focused collaboration between cities and innovators. 

Participating cities define a specific challenge linked to their local mobility needs. Startups and SMEs propose solutions tailored to that challenge and work closely with the city to adapt, test, and validate the solution in a real urban environment. 

The programme is designed to support: 

  • Fast experimentation and applied innovation 
  • Direct collaboration between cities and solution providers 
  • Solutions with clear potential for replication and scale 

RAPTOR 2026 includes 15 city-defined mobility challenges, each addressing a specific local need. Proposals must clearly demonstrate how the proposed solution responds to the selected city’s challenge within the scope of a six-month project.

EIT funding allocation 

Through this call, EIT Urban Mobility intends to fund up to 15 projects, each receiving a fixed lump sum of €60,000.  

The total estimated EIT funding allocated to this Call is €900,000. 

Who can apply? 

The RAPTOR Open Call 2026 is open to single small and medium-sized enterprises (SMEs). Proposals must be submitted by one legal entity only; consortia are not permitted. 

Applicants must: 

  • Qualify as an SME under the European Commission definition 
  • Be legally established in an EU Member State or a Horizon Europe associated country 
  • Propose a solution addressing one RAPTOR 2026 City Challenge 

Applicants may apply to multiple city challenges, but only one project can be funded per applicant. 

To ensure a balanced portfolio of projects, startups or SMEs selected for the EIT Urban Mobility 2025 RAPTOR Call  or SME Market Expansion Open Call 2025 are not eligible. 

How can you apply? 

STEP 1: Register your organisation in the EU Funding & Tender Opportunities portal to obtain the nine-digit Participant Identification Code (PIC number). If you are unsure whether your organisation already has a PIC number, you can verify this directly on the EU Portal (click here) to check if your organisation is already registered. 

STEP 2:  

  • If you have never registered in NetSuite, please complete the Partner Information Form (PIF)[1]. If the system denies your registration because the PIC number corresponds to an already registered entity, or because your email address is associated with an existing entity, please contact [email protected] 

STEP 3: Access the EIT Urban Mobility NetSuite platform and find open calls at Menu –> Call for Proposals –> Open Calls and submit your application form within the given deadline.

  • Call closing (submission of completed application): 12 March 2026 by 17.00 CET 
  • Eligibility and admissibility check: March 2026 
  • Evaluation of proposals: March – April 2026 
  • Remote Panel Hearing: May 2026 
  • Communication of results: June 2026 
  • Administration and FSM negotiations: June 2026 
  • Tentative start of the projects: 1 July 2026 
  • Tentative end of the projects: 31 December 2026

Info session and contact details 

Info webinar and contact details are available to guarantee the maximum support to the applicants during the proposal’s preparation process. 

To support applicants, EIT Urban Mobility will host one call launch information session and two live City Challenge Q&A sessions. These online events will focus on the call scope, city challenges, submission and evaluation procedures, and financial aspects. All sessions will be recorded and made available via on this webpage and the EIT Urban Mobility YouTube channel.
