Request for proposals: Training programme on sustainable mobility for local authorities in Central america

By the present procurement procedure, EIT Urban Mobility, hereinafter being referred to as “EIT UM”, is aiming to identify one supplier (hereinafter being referred to as “Supplier” or “Provider”).  This document, along with its annexes, constitute a Request for Proposal (RFP) issued by EIT Urban Mobility for a potential procurement of services capable of designing a new training programme or improving an existing one and delivering it with the objective of sharing and transferring European expertise and best practices on Sustainable Urban Mobility to public authorities in Central America, the eligible countries for this project are limited to Nicaragua, Honduras, El Salvador, Guatemala, Costa Rica and Panama.

The provider must demonstrate experience in Sustainable Urban Mobility practice in Europe and in the design, delivery, and management of professional training programmes on Sustainable Urban Mobility for local authorities and public institutions in the eligible Central American countries.  The selection of the country, the institution(s) to which the course will be sold, and the location of the course delivery (if in person) is the responsibility of the supplier, with the agreement of EIT Urban Mobility.

The selected provider will be responsible for the design and/or update, and implementation of a professional training programme on Sustainable Urban Mobility, to be delivered either online, in-person or in a blended format and with a strong emphasis on integrating face-to-face components that facilitate direct interaction and knowledge transfer between European experts and Latin American stakeholders.  

The overall goal is to enhance institutional capacity among municipal and public-sector actors in Central American countries, while also promoting the adoption of European best practices and perspectives on sustainable transport, urban mobility planning, and inclusive urban development. The programme would therefore contribute to the visibility and promotion of European urban mobility knowledge and the strengthening of cross-regional cooperation.

As part the financial sustainability mechanism of the EIT Urban Mobility, the provider is expected to sell the course to local authorities and/or public institutions in at least one country in Central America and generate a significant amount of revenue. Countries eligible for this project are limited to Nicaragua, Honduras, El Salvador, Guatemala, Costa Rica and Panama. 

Course design and objectives    

This program will be delivered through online, in-person or blended methodologies, and can include synchronous and asynchronous learning formats to ensure flexibility, accessibility, and high academic standards. The purpose of the programme is to equip participants with technical, methodological, and practical knowledge to understand and promote sustainable mobility policies in local environments in Central America.

The main goals of the programme include designing high-quality educational content, delivering interactive and engaging sessions, evaluating professional students’ knowledge acquisition, and guiding the preparation of final graduation projects. The provider will also provide technical support throughout the programme and ensure the continuous monitoring and coordination of the training course implementation.

This training initiative responds to the growing need for capacity-building in sustainable mobility within the eligible Central American cities. It seeks to empower the public sector with practical tools and strategic knowledge to develop and implement inclusive, resilient, and environmentally responsible mobility policies.

The programme is to:

  • Serve as a vehicle for the transfer of European expertise and practices to Central American institutions.
  • Encourage peer learning and cooperation between European and Latin American stakeholders.
  • Facilitate the development of mobility plans applicable to the region’s urban contexts.
  • Contribute to the internationalisation of European expertise in urban mobility, enabling knowledge export and, consequently, promoting the adoption of best practices in urban mobility throughout Central America.

The content of the program must offer a comprehensive and applied understanding of Sustainable Urban Mobility. It means that it has to cover an introduction to the fundamental concepts, challenges, and global trends in sustainable mobility, the public policies, legal, and regulatory frameworks that guide mobility planning and implementation, a detailed examination of transport systems (analyzing infrastructure, demand, supply, and externalities) and use of modelling and simulation tools to support data-informed decision-making for urban transport systems. The provider must ensure that the proposed program places a strong emphasis on the importance of governance and citizen participation, offering practical tools for the design and implementation of effective public engagement strategies. In the final stages, the program should guide participants through the process of designing Sustainable Urban Mobility Plans (SUMPs), including the development of implementation, monitoring, and evaluation strategies. The proposal must also include a final project component in which participants consolidate all acquired knowledge and tools into a comprehensive draft SUMP, based on the practical exercises and analytical work completed throughout the previous modules.
