The subject of this Request for Proposals is a newly developed training programme to boost the capacities of city governments to engage with their citizens and other stakeholders on the sustainable mobility transition. This training programme has been developed with input from several municipalities to respond to a key need: Developing and implementing sustainable mobility plans requires engaging with and communicating with citizens and inspiring them to embrace change in their own transportation habits.
Through this Request for Proposals, we seek a vendor to define and implement a communication and recruitment strategy that will achieve the target numbers of participants for the above-mentioned training programme.
In its first year, the training programme will be delivered for participants who work in countries within the Regional Innovation Scheme (hereinafter referred to as “RIS”). The RIS program has been designed to help boost the innovation in urban mobility within those countries and regions classified as emerging or moderate innovators according to the European Innovation Scoreboard. Furthermore, EIT Urban Mobility needs the selected vendor to lead the recruitment of participants for this new training programme.
The training programme aims to build the citizen engagement capacity of civil servants, specifically those who work on urban mobility projects. The training programme will introduce civil servants to relevant methodologies and techniques to:
1) Effectively communicate with citizens about urban mobility concepts in order to facilitate public acceptance and behaviour change;
2) Design and implement engagement activities such as co-creation workshops to develop urban mobility ideas and solutions together with citizens;
3) Evaluate the deployment of novel urban mobility solutions (e.g., city pilots) from a user and citizen perspective.
Format:
The programme will be run in Autumn 2023 (Sep/Oct-Dec) with the prospect of running a second version in 2024 if successful. The course will be delivered in English.
The target audience of the training programme is civil servants working in city governments in the RIS countries (e.g., transportation departments, European project departments, innovation departments).
EIT Urban Mobility will require a minimum of 10 participants for each module in order to run the programme. Further, a maximum of 25 participants is foreseen for each module. Participants may register for an individual module or the entire programme. The preference is for participants who will follow all online courses and the site visit, and a discounted package price as well as scholarships will be offered for those who register for the complete training programme. The overall pricing will be competitive and aligned with the RIS country budgets.
Before the start of the recruitment, EIT Urban Mobility will provide the vendor with the agenda of the training, an informational webpage and a registration platform.
