Request for proposals: Professional training programmes on cyclologistics and cargobikes for German cities (2025)

By the present procurement procedure, EIT Urban Mobility (hereinafter being referred to as “EIT UM”) is aiming to identify one supplier (hereinafter being referred to as “Supplier” or “Provider”) capable of delivering two professional training courses in Germany on the subject of cyclologistics and cargobikes.

One course will need to comply with the EIT Urban Mobility Quality System for Non-Degree Education and Training (EIT UM Label Certification), while the other course will not be required to comply with the EIT UM Label framework but will be expected to generate sufficient revenue to reach the financial objectives defined under EIT UM’s Financial Sustainability strategy.

With 75% of EU citizens residing in cities of varying size, geography, and local economy, European urban centres are facing the challenge of establishing efficient, resilient, and low-emission transport networks that enhance liveability, economic activity, and environmental sustainability. Urban freight logistics significantly impacts cities economically, environmentally, and socially, leading to increased traffic, congestion, noise, and pollution. Recently, there has been a notable increase in goods vehicle traffic within cities, driven primarily by the surge in e-commerce, especially during the pandemic. This trend is expected to continue, posing one of the most critical challenges for urban areas. However, addressing urban logistics is complex, involving multiple stakeholders, and often public administrations lack the knowledge necessary to implement effective solutions. Cyclologistics and cargobikes excel in the last-mile delivery, making them an efficient and eco-friendly option for sustainable and quiet cities. 

The two face-to-face courses must be designed to equip participants with practical and applicable knowledge for the successful implementation of cargo bikes in urban environments. These in-depth trainings address region-specific challenges and opportunities in Germany, ensuring municipalities can effectively transform into cargo bike-friendly cities.

Course design and objectives

The EIT UM is accepting proposals for face-to-face courses, which are mainly synchronous, held either online (entails collaboration and interactivity), “on-site” (location can be decided by the supplier with the agreement of EIT Urban Mobility.), or in a blended format. All courses can be developed for the purpose of this Request for Proposals or can built upon existing trainings and shall demonstrate the potential to be replicable/scalable.

For the course that is compliant with the EIT UM Label Certification the supplier will ensure the scope of the course can improve the capacity of personnel from the public sector, NGOs, consulting firms, and solution providers involved in urban planning, sustainability, and transportation to review opportunities for cargo bikes as drivers for sustainable urban mobility across different use cases, including private use, cargo bike sharing, commercial use, and cycle logistics. The supplier will ensure the programme of the course will enable participants to analyse the benefits, barriers and challenges that cargo bikes bring to transportation systems and the local community within each use case, recognizing their positive impact on traffic congestion, emissions reduction, and overall urban liveability within the German regulatory system. The supplier will ensure the participants can develop capacity to effectively communicate and offer strategies to foster partnerships and collaboration to drive cargo bike adoption and to create strategies and action plans to increase the number of cargo bikes in urban areas. The supplier will ensure the participants compare their local context and mobility policies with the host city, to gain insights into how to adapt and tailor cycling initiatives to suit specific urban environments.

For the second course (not compliant with the EIT UM Label certification) the supplier will ensure that it generates sufficient revenue to align with EIT UM Financial Sustainability Strategy. Although sources of revenues can be diverse, the course should primarily target (several) cities/municipalities/local authorities in Germany, offering them the opportunity to discover, learn and test cargobikes and other special bikes with the aim to promote inclusion and enable the mobility of the elder people and/or people with mobility impairments.

Beyond the sharing of expertise and skills on the subject, the course must provide hands-on experience, including practical training for the safe usage of inclusive bikes and help cities to actively promote active mobility solutions for people with limited mobility or elder people.
