Request for proposals Preparatory action and sales development activities for mobility ecosystem of Belgium

By the present procurement procedure, EIT Urban Mobility. hereby being referred to as “EIT UM” is to identify a supplier capable of delivering preparatory activities on responsible digital innovation for mobility ecosystem of Belgium. These activities will be undertaken in pursuit of the aim of the 18-month Programme of the European Council (1 July 2023 – 31 December 2024) to, among other, promote open strategic autonomy, economic resilience, circularity and competitiveness for the EU in its industrial policy, with a particular focus on the green and digital transitions. More specifically, the provider is to develop preparatory actions for commercialisation of blended training activities, enabling knowledge exchange and networking amongst relevant actors within the public sector (cities, regions, universities, etc.) and the private sector (companies, start-ups, etc.) on innovation and the sustainable digital transformation of the Belgian urban mobility ecosystem.

The preparatory actions are to be divided in two areas:

  1. Activities of the first are to address the topic of connected and automated zero emission mobility (CAM) with a focus on autonomous vehicles.
  1. Activities are to enable skill needs analysis of ecosystem on the topic of urban innovation able to accommodate the CAM, among other digitalised products and services.

In both cases, the experience should lay the foundations for a creation and commercialisation of a professional training experience, to be developed in collaboration with the Competence Hub from 2024 onwards.

This procurement consists of two distinct work packages.

Work package 1

The first work package focuses on Autonomous Mobility (1) and aims to provide public decision makers and industrial leaders involved in policy, strategy, manufacturing, and deployment of mobility innovation with a comprehensive access to the state-of-the art of the technological and societal implications of connected and automated zero emission mobility (CAM). The objective is to organize activities in innovative experiential formats that on the one hand evaluate the knowledge gaps of the stakeholders in the area of the autonomous mobility technologies, and on the other allow for knowledge exchange from best in class. The aim is to enabling Belgium ecosystem to support and inform strategies of the Belgium presidency of the EU in the 1st half of 2024 related to the autonomous mobility on the municipal, regional and/or national level, and the same time enable exploitation activities on the side of the EIT UM during and after 2024.

Work package 2

The second work package is dedicated to Urban Mobility Digital Innovation (2) and its general objective is to develop activities that facilitate networking/community of practice/co-creation as conducive setting to assess local ecosystem needs. Such actions are deemed crucial to build pathways for responsible innovation addressing the new mobility challenges while creating sustainable, inclusive and resilient cities in Belgium, across Europe, and potentially beyond. The aim is to gather concerns of officials and decision makers from Belgian cities, and local, regional, or national governments, enabling them to test existing EIT UM based solutions, and to co-develop/inform the product development and sales actions tailored to their needs. The actions should break down the silos and institutional barriers, while generate concrete ideas for the scope or/and target audience future projects that foster transparent, responsible, and accountable mechanisms for increasing innovation and digitalization in cities, including new F2F courses. 

Work activities

The EIT UM is accepting proposals for a preparatory action on responsible digital innovation for mobility ecosystem of Belgium, building progressively upon two areas (Work package 1) and (Work package 2), as detailed in the following section.
