Request for proposals: Implementation of marketing and dissemination activities for the EIT Deep Tech Talent Initiative 2025

20 March 2025

By the present procurement procedure, EIT Urban Mobility, hereinafter being referred to as “EIT UM”, is seeking professional support for the design and implementation of marketing, communications and dissemination activities for the EIT Deep Tech Talent Initiative, by appointing a communications and digital marketing provider (hereinafter being referred to as “Provider”). This document, along with its annexes, constitute a Request for Proposal (RFP) issued by EIT Urban Mobility for a potential procurement of services in the field of design and implementation of marketing, communications and dissemination activities for the EIT Deep Tech Talent Initiative.

EIT Urban Mobility is part of the Strategic Education Cluster, a Cross-KIC pan European project that represents an unprecedented endeavour in the EIT Education Ecosystem to integrate, systematise and leverage education activities from different KICs, create joint offerings and open new opportunities for raising EIT’s profile and for market penetration. Among other things, the Strategic Education Cluster delivers and implements the EIT Deep Tech Talent Initiative.

The EIT Deep Tech Talent Initiative

Europe lacks the talent and skilled labour force necessary to properly leverage the new technologies to enable its green and digital transition. The EIT UM aims to address this gap, in line with the European Commission’s New European Innovation Agenda, by developing a strong deep tech talent pool across all Member States. As Europe’s largest innovation ecosystem, the EIT and its KICs are best placed to mobilise their network of 3400+ partners and 70+ hubs across Europe to develop state-of-the-art deep tech education programmes. To address this gap, the EIT launched its Deep Tech Talent Initiative, a pioneering programme that will skill one million people within deep tech fields before the end of 2025.

The EIT Deep Tech Talent Pledge

The Pledge is the instrument that the EIT Deep Tech Talent Initiative is using to meet the goal of training 1,000,900 individuals in Europe. The Pledge is a formal commitment which supports in identifying deep tech training needs and trainees; identifying training providers; identifying training courses; and identifying the financial resources to support the training.

EIT Deep Tech Talent’s Target Audiences

The Initiative has two core target audiences:

  1. The Pledgers – Organisations who commit to the Initiative’s mission of training one million people in deep tech by 2025. These are:
    • Education and Training Providers: Organisations that offer educational and training courses and are directly responsible for up-skilling and re-skilling talents.
    • Enterprises or Enterprise Association: Enterprises that are using or developing deep tech. These can be start-ups or established enterprises. Enterprises can support the process through offering in-company training, mentoring, open innovation competitions and other means of support.
    • Financing partners: These are organisations that finance deep tech innovation and can include financing of deep tech education and training. These could include venture capital firms, angel investors, etc.
    • Member States and Institutional partners: These include Member States, and other government and non-profit organisation, EU and national level Agencies, and other leading international organisations such as the EIB, EIF, the EBRD, etc.
  2. The Talents – Learners (individuals) taking a deep tech course.
    • Adult Learners: They seek opportunities to enhance their skills and improve job prospects (upskill and reskill).
    • Higher Education Students (BSc, MSc, PhD, MD): University students (18-27), especially in STEM, are a crucial audience eager to upskill in their fields.
    • Pupils (14+) Young talents receive introductory training in deep tech, with a focus on increasing interest in STEAM. We approach this target in collaboration with the Girls Go Circular initiative, coordinated by EIT UM.

The assignment of this Request for Proposals

We are looking for a provider that can design and implement diverse and dynamic digital communications, marketing and dissemination activities to (a) continue to recruit new partners for the Pledge; (b) attract learners to deep tech-related courses; (c) increase general awareness of the initiative among its target audience and the general public; (d) disseminate the Initiative’s results, highlighting its impact on society.
