Request for proposals: Cyclologistics and cargobikes for italian cities

By the present procurement procedure, EIT Urban Mobility (hereinafter being referred to as “EIT UM”) is aiming to identify one supplier (hereinafter being referred to as “Supplier” or “Provider”) capable of delivering five professional training courses in Italy: two courses on Multimodality Planning, and three courses on Cyclologistics and Cargobikes, two of which are mandatory and one optional.

The two courses on Multimodality Planning will be required to comply with the EIT Urban Mobility Quality System for Non-Degree Education and Training (EIT UM Label Certification).

The three courses on Cyclologistics and Cargobikes (two mandatory and one optional) will not be required to comply with the EIT UM Label framework.  However, they will be expected to generate sufficient revenue to meet the financial objectives defined under EIT UM’s Financial Sustainability strategy.

Course design and objectives

The EIT UM is accepting proposals for face-to-face courses, which are mainly synchronous, held either online (entails collaboration and interactivity), “on-site” (location can be decided by the supplier with the agreement of EIT Urban Mobility.), or in a blended format. All courses can be developed for the purpose of this Request for Proposals or can be built upon existing trainings and shall demonstrate the potential to be replicable/scalable.

For the courses related to Multimodality Planning, the supplier is to ensure the course focuses on how Transport Hubs, Cycling Services, and Park-and-Ride systems can facilitate the creation of seamless multimodal mobility systems, the challenges of creating such multimodality systems and existing solutions, and finally on the role of policy and partnership in the successful integration of various shared mobility modes and their effective management.

For the courses on Cyclologistics and Cargobikes, the supplier is to ensure it includes aspects related to sustainable Urban Distribution and City Logistics in general with a focus on Cyclologistics, policy at the local, national and European context, market trends and stakeholders, uses and products, standards and regulation, etc.  The aim of the course is to raise awareness and provide tools for the development of Cyclelogistics solutions tailored to the Italian context, and to analyse supply-side factors, including governance, infrastructure, incentives, and challenges related to the distribution of good by light vehicles in cities and the way it can affect and/or benefit businesses. 

Within the scope of this RFP, the supplier is to ensure that the courses are addressing the solutions in the context of Italian cities, regional/national regulations in Italy and, if applicable, European regulation.
