Request for Proposals: ChallengeMyCity - consultant project support at local level

EIT Urban Mobility is seeking professional support to carry out a consulting mission as part of its #ChallengeMyCity programme. #ChallengeMyCity is a programme targeted to European cities that enables them to test innovative mobility solutions that can later be widely rolled out if successful. It works in four phases:

  1. Analysing the needs of the city to determine three urban mobility challenges aligned with the Sustainable Urban Mobility Plan (SUMP) and investment plans
  2. Call for and selection of innovative solutions that can be tested for a period of 6-8 months
  3. Involving citizens to define challenges, co-design and participate in pilots and evaluate impact of solutions, while bring visibility to the city’s initiative
  4. Evaluating the impact of the tests to understand the viability of the integration of the solutions in the city procurement plans.

In 2023, #ChallengeMyCity will undertake projects in the cities of Braga (Portugal), Vitoria-Gasteiz (Spain), Heraklion (Greece), and Larissa (Greece). 

Local knowledge and proficiency in the local language are paramount to the success of the programme. For this reason, EIT Urban Mobility is seeking to contract three consultants, one for each country the programme will take place in (Portugal, Spain, and Greece).

The consultant will provide a tailored consulting service that guarantees the successful definition of mobility challenges in the city and conducting the impact assessment of the pilots, engages with local citizens, and brings other private stakeholders to participate in the project. Specifically, the consultant is expected to support the programme in four core dimensions:

  1. Organise and conduct a series of workshops with the city to analyse its needs and provide continued support for the definition of its urban mobility challenges, including the involvement of local/national private and public companies from the mobility sector.
  2. Perform a comprehensive impact assessment of the social, economic, and environmental impact of the piloted solutions, including their potential for long-term implementation.
  3. Carry out two citizen engagement activities, as part of the challenge analysis and impact assessment phases, to collect citizen feedback on the challenges and the solutions.
  4. Provide troubleshooting support throughout the implementation of the programme, including translation of relevant documents into the local language as needed and mediating with all stakeholders whenever necessary.

All these activities will be performed on-site in both the local language and English, while deliverables and communication towards EIT Urban Mobility will be in English. The consultant will provide in-country support throughout the entire programme, assisting with communications with the city in the local language as needed.
