Citizens on the Move is a capacity-building programme designed to empower city officials and public servants to meaningfully involve citizens in the planning and delivery of sustainable urban mobility solutions. Led by EIT Urban Mobility, the programme equips participants with practical tools, methodologies and skills for citizen engagement, co-creation and behavioural change.
Through a combination of online learning modules and an in-person training experience, participants work on real mobility challenges from their own cities, developing engagement strategies that can be directly implemented in practice. The programme fosters a more participatory approach to mobility planning, helping cities design solutions that are inclusive, user-centred and better aligned with the needs of diverse urban populations.
By strengthening the link between citizens and decision-makers, Citizens on the Move contributes to more trusted, accepted and effective mobility transitions across European cities.

Urban mobility is evolving rapidly, and cities must bring citizens into the conversation. Public engagement fosters trust, enhances project success, and ensures solutions meet real needs. This programme equips civil servants with the tools to make citizen participation agile and impactful.
Cities are facing a growing need to involve citizens in the design and implementation of sustainable urban mobility solutions, but civil servants often lack the practical tools and skills needed to effectively engage the public in mobility planning, co-creation and behavioural change. Citizens on the Move tackles this challenge by equipping public sector professionals with the methods and confidence to involve citizens meaningfully in urban mobility decisions and projects
Citizens on the Move is a hands-on training programme for civil servants working on mobility in European cities. Participants learn methods for citizen engagement, co-creation, communication and evaluation through a combination of online modules and an in-person module in Rotterdam. They apply these skills directly to real case studies from their own cities, creating engagement strategies that can be implemented in practice.
By enhancing the capacity of city officials to engage citizens, the programme helps bridge the gap between decision-makers and the public — leading to more user-informed mobility planning and higher community acceptance of sustainable solutions. Graduates of the programme have reported greater confidence in designing participatory processes, improved communication strategies, and the ability to incorporate citizen feedback into urban mobility projects. These outcomes ultimately contribute to more inclusive, effective and sustainable mobility transitions across participating cities
