Inspired by the European Declaration on Cycling (2024) and its ambitious target to double cycling by 2030, the Sustainable Urban Reflector Framework (2SURF) directly addresses the critical lack of real-time active mobility data in European cities. While active transport already prevents approximately 18,000 premature deaths and saves €52 billion in societal health costs annually across the European Union, cyclist fatalities remain high, and crucial planning decisions still rely on outdated surveys or fragmented assumptions.
To bridge this critical planning gap, the project is deploying 5,000 low-cost, privacy-by-design sensors to continuously and accurately monitor routes, speeds, stops, path temperatures and localised safety hazards – all in real time. The battery-powered Bluetooth sensors mimic standard bicycle reflectors. They connect to the Cloud via a smartphone app and record movement patterns, pavement impediments, path temperatures and acceleration/braking events. In addition, they automatically scrub the first and last 200 metres of every trip to protect user destination privacy.
2SURF deploys affordable, easy-to-use smart wheel reflectors that capture detailed micromobility data, powering real-time insights for safer, inclusive and more enjoyable streets.
Real-world pilot deployments are distributed proportionally across five demonstration cities based on their population size: Amsterdam, Valencia, Hannover, Tallinn and Cascais.
Ultimately, 2SURF converts complex micromobility behaviours into actionable evidence-based granular street maps, reducing urban accidents and setting a lasting, scalable planning standard across Europe.

2SURF promotes micromobility safety and combats outdated mobility planning. Itdeploys 5,000 privacy-by-design sensors and analytics dashboards to design safer bicycle and wheelchair accessible infrastructure.
2SURF deploys small, affordable sensors to gather micromobility data, which an online dashboard converts into actionable, practical guidance for safer and inclusive infrastructure planning.
2SURF will provide valuable micromobility data supporting decision-making and urban planning, enhancing rider safety while fostering a sustainable mobility policy in cities.
