Bikewave, in collaboration with EIT Urban Mobility and the City of Salzburg, is developing a digital platform that enables public authorities to manage shared bike fleets for employee use during working hours.
Many municipalities already invest in bicycles to promote sustainable mobility among public employees, but fleet management is often handled manually through spreadsheets, emails or paper-based processes. This creates operational inefficiencies, limits fleet utilisation and makes it difficult to monitor maintenance needs or measure the programme’s impact.
The project aims to digitalise the entire service through a web-based platform that combines employee bookings, fleet operations, maintenance management, incident reporting and performance analytics in a single solution. Employees can easily reserve available bicycles, while administrators manage the fleet through a dedicated back office with real-time operational data.
The pilot is being developed and validated with the City of Salzburg to ensure the platform addresses real operational needs and can be replicated by other municipalities across Europe. By providing data-driven management tools, the solution helps public authorities improve fleet efficiency, reduce administrative workload and encourage sustainable employee mobility.
The long-term objective is to create a scalable GovTech solution that supports the adoption of internal cycling programmes across European municipalities.

Municipal employee bike fleets remain underused because management relies on manual processes, reducing availability, operational efficiency and programme visibility.
By replacing disconnected administrative processes with a scalable digital service that simplifies operations, improves availability and generates actionable mobility data.
A validated, market-ready platform successfully piloted in Salzburg, demonstrating measurable operational improvements, ready for replication by municipalities across Europe.
