By the present procurement procedure, EIT Urban Mobility Innovation Hub South S.L., hereinafter being referred to as “EIT UM” or “IH South”, is seeking professional expertise to strengthen the presence and positioning of EIT Urban Mobility within the French ecosystem, by appointing Ecosystem Development Organisations (hereinafter being referred to as “Ecosystem Organisations“). This document, along with its annexes, constitute a Request for Proposal (RFP) issued by EIT Urban Mobility for a potential procurement of services in the field of local ecosystem enablers and facilitators.
Ecosystem Organisations are understood as entities with demonstrated experience and an active role in the urban mobility, transport, and mobility innovation ecosystem, facilitating collaboration and knowledge exchange between industry, startups, research and technology organisations, universities, investors, public authorities, as well as cities and metropolitan areas. These organisations typically provide services such as ecosystem coordination, partner matchmaking, collaborative project development, access to innovation networks, and stakeholder integration across regional, national, and European value chains, playing a key role in fostering cross-sector partnerships and enabling the scale-up and adoption of innovative mobility solutions
These Ecosystem Organisations are expected to support the expansion and consolidation of EIT UM’s activities in France by actively identifying, engaging, and connecting high-potential stakeholders within the urban mobility ecosystem.
In particular, they should facilitate direct engagement with large companies, cities, and metropolitan areas, with the objective of generating qualified leads and, in close collaboration with EIT UM, maximising their conversion into new partners.
For the purposes of this request, large companies are defined as organisations that exceed the European Commission’s definition of Small and Medium-sized Enterprises (SMEs), namely companies with 250 or more employees, or an annual turnover exceeding €50 million, or a balance sheet total exceeding €43 million.
For the purposes of this request, cities are defined as municipalities with a population of more than 25,000 inhabitants.
For the purposes of this request, metropolitan areas are defined as metropolitan authorities, metropolitan governments, or equivalent territorial entities representing urban areas with a population of more than 300,000 inhabitants.
Their role will focus on driving concrete collaboration opportunities and contributing actively to the conversion of new partners into the EIT UM network, supporting the deployment and scale-up of innovative urban mobility solutions in France.
