Strategic advisory services for innovation uptake and knowledge management '26-'28

EIT Urban Mobility Foundation (hereinafter referred to as “EIT Urban Mobility”) is initiating a procurement procedure to enlist the services of a qualified consultancy (hereinafter referred to as the “Provider”) for targeted support of the creation of an innovation uptake and exploitation framework and knowledge management. The primary aim is to secure these services to support the efforts of the Horizon Lab programme team in implementing Horizon Europe projects related to climate neutrality.  

The Horizon Lab is an initiative launched in June 2021, part of EIT UM’s Innovation programme that was created to identify additional opportunities for EIT Urban Mobility partners, cutting-edge innovators and researchers to identify, apply for, and secure funding sources at the regional, national, and European level for urban mobility projects (pre-TRL6) across a broad spectrum of activities and solutions.​ Horizon Lab is aligned with the EIT UM scope to create more liveable places, tackles urban mobility challenges, and accelerates change.​ The programme focuses on EU-level funding calls, including Horizon Europe (HE), Digital Europe (DE) and Connecting Europe Facility (CEF) with the specific focus on the Climate-Neutral and Smart Cities Mission. 

The objective of this procurement is to provide services: 

  • Providing strategic advice on the development of a city-focused integrated Horizon Lab Innovation Uptake and Exploitation Framework. The framework aims to provide a structured approach to accelerating the uptake and scaling of innovative urban mobility solutions developed through Horizon Europe projects. The framework will integrate Horizon Lab’s expertise in commercial exploitation, access to market, stakeholder engagement, knowledge transfer, policy uptake and transferability assessment into a coherent model that supports the deployment and replication of project results across cities and mobility ecosystems. It will consist of a set of methodologies, practical templates and tools that enable Horizon Lab to systematically support the exploitation, upscaling and systemic impact of innovation outcomes. The framework will also contribute to strengthening Horizon Lab’s value proposition in European projects by providing a reusable and consistent approach that can be applied across projects and future proposal development.
  • Supporting the consolidation of Horizon Lab knowledge management processes to capture critical knowledge gained in these projects and inform Horizon Lab activities and city strategies, contributing to the further strengthening of the organisation’s thought leadership.
  • Providing strategic advice in positioning the Horizon Lab as a key enabler of impact at scale for mobility projects in Horizon Europe/FP10.

Horizon Lab aims to strengthen its role as a strategic partner in European research and innovation projects by supporting the deployment, scaling and systemic impact of innovative urban mobility solutions. Through its participation in Horizon Europe projects and initiatives such as the EU Mission for Climate-Neutral and Smart Cities, Horizon Lab contributes to bridging the gap between innovation development, implementation in cities and the transfer and upscaling of innovative solutions. The development of the Horizon Lab Innovation Uptake and Exploitation Framework will support the organisation in structuring this role, enabling Horizon Lab to provide an integrated, consistent and reusable approach to exploitation, replication, market uptake, and knowledge transfer across projects, while positioning it for future European programmes, including FP10.
