By the present procurement procedure, EIT Urban Mobility, hereinafter being referred to as “EIT UM”, is seeking professional support for development and implementation of the EIT Campus platform, by appointing a web developer provider (hereinafter being referred to as “provider). This document, along with its annexes, constitute a Request for Proposal (RFP) issued by EIT Urban Mobility for a potential procurement of services in the field of tool development.
EIT Urban Mobility is part of the EIT Cross-KIC Entrepreneurial Education and Skills Cluster (EntrEduSkills), a joint pan-European project under Horizon Europe and within the EIT framework. The EIT Knowledge and Innovation Communities (KICs) are thematic hubs that bring together businesses, higher education, and research organisations to drive innovation and skills development across Europe. EntrEduSkills represents an unprecedented endeavour in the EIT Education ecosystem to develop a comprehensive, unique, cross-sectoral education offer that directly implements the Union of Skills and the STEM Strategic Education Plan. Among other initiatives, EntrEduSkills delivers and implements the EIT Campus.
The EIT Campus is an online platform funded by the European Commission through the European Institute of Innovation and Technology (EIT). It brings together training programmes from across the EIT Community, focused on innovation, entrepreneurship, and skills for the green and digital transitions. In 2026–2028, its main objective is to address pressing skills gaps and shortages that hinder Europe’s productivity and competitiveness, in line with EU priorities such as the Union of Skills, the STEM Education Strategic Plan, and the EU Start-up and Scale-up Strategy.
To achieve this, the EIT Campus pursues strategic objectives to become Europe’s central hub for innovation and entrepreneurship education:
A key enabler of these objectives is the Tool Development workstream, which will continue to evolve the platform to better integrate KIC offerings, expand course availability, and improve user experience.

This workstream positions the EIT Campus as a central hub connecting learners to relevant courses, market-aligned skills, and measurable learning outcomes, while supporting the platform’s long-term strategic and financial sustainability. Accordingly, we are seeking a provider to build on the work already established and implement new solutions to advance the platform’s long-term strategy.
