Implementation of marketing, communication and content activities for the EIT STEM Tech Talent Initiative '26-28

By the present procurement procedure, EIT Urban Mobility, hereinafter being referred to as “EIT UM”, is seeking professional support for the Design and Implementation of Marketing, Communication and Content Activities for the EIT STEM Tech Talent Initiative (hereinafter being referred to as “EIT STEM”), by appointing a communications and digital marketing provider (hereinafter being referred to as “Provider”). This document, along with its annexes, constitute a Request for Proposal (RFP) issued by EIT Urban Mobility for a potential procurement of services in the field of design and implementation of marketing, communications and content activities for the EIT STEM.

EIT Urban Mobility is part of the EIT Cross KIC Entrepreneurial Education and Skills Cluster (EntrEduSkills), a joint pan-European project under Horizon Europe and within the EIT framework that represents an unprecedented endeavour in the EIT Education ecosystem to develop a comprehensive, unique, cross-sectoral education offer that directly implements the Union of Skills and the STEM Strategic Education Plan. Among other initiatives, the EntrEduSkills delivers and implements the EIT STEM. 

The EIT STEM Tech Talent Induction

The EIT STEM Tech Talent Induction (EIT STEM) is a project funded by the European Commission through the European Institute of Innovation and Technology (EIT), a body of the European Union. As the expansion of the EIT Deep Tech Talent Initiative, the EIT STEM aims to significantly strengthen Europe’s competitiveness in strategic sectors by building a robust, demand-driven talent pipeline across all education levels and throughout lifelong learning. Through the initiative, 700,000 individuals will be skilled, reskilled, or upskilled in STEM, entrepreneurship, innovation, and intellectual property, supported by the rollout of co-designed, industry-relevant STEM curricula across all 27 EU Member States.

Implementation will be driven by close collaboration with industry, including 30 industrial partnerships with major European players and the launch of more than 50 industry-informed, multi-stakeholder training projects through competitive calls, focused on future-ready and transversal skills. The initiative will deliver three modular, certified STEM training programmes, strengthen the financial sustainability of EIT STEM activities, and contribute to a cultural shift in how STEM careers are perceived, particularly by promoting inclusiveness and helping to close the gender gap, thereby ensuring long-term impact and relevance for Europe’s technology and innovation ecosystem.

Under the EIT STEM, EIT Urban Mobility leads the Marketing, Communications and Editorial Content Task. This task will focus on upgrading the initiative’s brand, designing and implementing a comprehensive communication and marketing strategy, and coordinating editorial content across digital channels. It includes enhancing the visual identity, messaging, and assets to align with the STEM scope and EIT Community brand, refining audience definitions, and planning a strategic relaunch. Integrated marketing and editorial activities will combine organic and paid campaigns, with SEO-optimised content, targeted promotion of key offerings like the Train the Trainer programme, and a focus on gender inclusion to maximise awareness, engagement, and learner conversion.

EIT STEM: target audiences

The Initiative targets two core audiences: Pledgers and Talents, both of which will require further sub-segmentation by the selected Provider in line with the new scope of the programme and its evolution from the existing EIT Deep Tech Talent Initiative.

Pledgers are organisations that commit to the Initiative’s mission and actively contribute to strengthening Europe’s STEM and deep tech ecosystems. This audience includes education and training providers, enterprises and enterprise associations, financing partners, and Member States and institutional actors. The value proposition for Pledgers lies in access to high-quality, industry-relevant STEM content; opportunities to co-design and deliver future-ready skills; funding opportunities for course development and train-the-trainer programmes; and the ability to build meaningful connections and long-term engagement within a pan-European community of more than 600 organisations. Participation enables Pledgers to increase visibility, collaborate across sectors, and directly shape Europe’s talent pipeline.

Talents comprise learners across the full education and career path, from a lifelong learning approach. The Initiative aims to increase the attractiveness of STEM at early stages, particularly among young learners, while strengthening pathways into STEM education and careers. In parallel, it supports the upskilling and reskilling of professionals to respond to evolving labour market needs and facilitates the direct conversion of interest into enrolment in relevant courses and training programmes. Tailored approaches for different learner segments will ensure impact from early awareness and inspiration through to advanced skills development and workforce transformation.

The assignment of this Request for Proposals

EIT Urban Mobility is looking for a provider capable of designing and implementing diverse, dynamic, and impactful digital communication, marketing, and dissemination activities for EIT STEM. The provider will be responsible for:

(a) ensuring a smooth transition of the programme from EIT Deep Tech Talent to the EIT STEM Tech Talent by conducting a comprehensive brand and marketing assessment and delivering an evolution plan that supports the programme’s expanded scope;

(b) continuing to recruit and engage new partners to join the EIT STEM Pledge;

(c) attracting and converting learners to STEM-related education and training opportunities across all levels;

(d) increasing overall awareness of the EIT STEM among its defined target audiences and the wider public, with a particular focus on the attractiveness and relevance of STEM careers;

(e) disseminating EIT STEM results and success stories, clearly demonstrating the Initiative’s societal, economic, and competitiveness impact across Europe.
