23 January 2026
By the present procurement procedure, EIT Urban Mobility, hereinafter being referred to as “EIT UM”, is seeking professional support for the design and implementation of Digital Marketing and Dissemination Activities for the EIT Campus project, by appointing a digital communications and digital marketing provider (hereinafter being referred to as “Provider”). This document, along with its annexes, constitute a Request for Proposal (RFP) issued by EIT Urban Mobility for a potential procurement of services in the field of design and implementation of marketing, communications and dissemination activities for the EIT Campus.
EIT Urban Mobility is part of the EIT Cross KIC Entrepreneurial Education and Skills Cluster (EntrEduSkills), a joint pan-European project under Horizon Europe and within the EIT framework that represents an unprecedented endeavour in the EIT Education ecosystem to develop a comprehensive, unique, cross-sectoral education offer that directly implements the Union of Skills and the STEM Strategic Education Plan. Among other initiatives, the EntrEduSkills delivers and implements the EIT Campus.
The EIT Campus is an online platform funded by the European Commission through the European Institute of Innovation and Technology (EIT). It brings together courses and training programmes from across the EIT Community focused on innovation, entrepreneurship, and skills for the digital and green transition. In 2026-2028, the main objective of the EIT Campus is to address the pressing skills gaps and shortages that are major barriers to Europe’s productivity and competitiveness, as set out in key European Union policies including the Union of Skills, the European Union’s STEM Education Strategic Plan, the EU Start-up and Scale-up strategy, and other relevant frameworks.
In 2026-2028, the EIT Campus pursues a set of strategic objectives to become Europe’s central hub for innovation and entrepreneurship education:
To achieve these goals, one of the EIT Campus’ main workstreams is its B2C strategy, which focuses on reaching, engaging, and providing value to individual users, to secure retention and conversion. As part of this workstream, the existing marketing and communication strategy will be revisited to align with the EIT Campus’ priorities, building a structured approach to recruit, retain, and convert users into engaged learners. Organic and paid campaigns will target key audiences identified in crucial policy documents, while new visuals and assets will promote EIT Community course and training offering. By tailoring messaging and maximizing visibility of the full EIT education portfolio, this strategy aims to attract and engage a broader and more diverse user base, laying the foundation for further pedagogical and community developments within this B2C approach.
The B2C audience of the EIT Campus primarily consists of individual platform users seeking to engage with innovation and entrepreneurship education, including current and prospective learners interested in EIT Community topics such as climate, sustainable tech, mobility, food systems, creativity, advanced manufacturing, or digital innovation. This audience includes professionals at different career stages who are looking to upskill or reskill through flexible, high-quality learning programmes (both courses and learning paths) aligned with labour market needs, as well as individuals attracted by portable skills recognition and shareable credentials.
In addition, the B2C audience strongly encompasses start-up founders, employees, and aspiring entrepreneurs who seek practical knowledge, visibility of relevant courses, and access to value-added services such as guidance, mentorship, and community activities, engaging first through open content and progressively through deeper learning and additional premium services offered via the EIT Campus.
We are looking for a provider that can design and implement diverse and dynamic digital communications, marketing, and dissemination activities to:
